REGULATION ON GENDER STUDIES APPLICATION AND RESEARCH CENTER
 
PART ONE
 
Purpose, Scope, Basis and Definitions
 
Objective
 
ARTICLE 1 - (1) The purpose of this Regulation is to regulate the procedures and principles regarding the aims, fields of activity, governing bodies, duties of the governing bodies, and working style of Istanbul Gelisim University Gender Studies Application and Research Center.
 
Scope
 
ARTICLE 2 - (1) This Bylaw covers the provisions regarding the aims, governing bodies, duties of the governing bodies and working style of Istanbul Gelisim University Gender Studies Application and Research Center.
 
Basis
 
ARTICLE 3 - (1) This Regulation has been prepared based on subparagraph (2) of subparagraph (d) of the first paragraph (d) of Article 7 and Article 14 of the Higher Education Law dated 4/11/1981 and numbered 2547.
 
Definitions
 
ARTICLE 4 - (1) In this Regulation;
 
a) Advisory Board: The Advisory Board of the Center,
 
b) Center: Gender Studies Application and Research Center,
 
c) Director: Center Director,
 
ç) Board of Trustees: Istanbul Gelisim University Board of Trustees,
 
d) Project groups: The Center's project groups,
 
e) Rector: Rector of Istanbul Gelisim University,
 
f) University Istanbul Gelisim University,
 
g) Board of Directors The Board of Directors of the Center,
refers to.
 
PART TWO
 
Aims, Fields of Activity and Activities of the Center
 
Objectives of the Center
 
ARTICLE 5 - (1) The objectives of the Center are as follows:
 
a) To ensure the production, acquisition, development, dissemination and dissemination of all kinds of knowledge in the field of gender and the communication of information to all segments of society in order to contribute to the development of society,
 
b) To prepare the ground for scientists who work directly or indirectly in the fields of social sciences and students at the education and training stage to be trained, educated and publish on gender studies,
 
c) To carry out practical studies to improve the quality of education in the field of social sciences,
 
ç) To cooperate with national/international organizations in research fields.
 
Fields of activity
 
ARTICLE 6 - (1) In order to achieve its objectives, the Center conducts research/studies with an interdisciplinary approach in the following fields of activity:
 
a) Promoting gender equality,
 
b) Women's human rights,
 
c) Women's participation in working life,
 
d) Increasing women's literacy,
 
d) Women's health, body politics and care,
 
e) Women's movements, participation and democracy,
 
f) Work on sexual harassment and abuse.
 
Events
 
ARTICLE 7 - (1) The Center carries out the following activities in order to realize its purpose:
 
a) To conduct research and applications within the scope of the European Union Framework Programs,
 
b) To publish research results,
 
c) To organize short-term courses for those who will conduct research,
 
ç) Ensuring that research results are covered and discussed in the media without losing their currency,
 
d) To provide an in-depth understanding of local, national and international social problems; to organize conferences, seminars, panels and similar activities in order to reveal possible solutions and to participate in the implementation of policies regarding the solution,
 
e) To carry out other studies and activities to be decided by the Board of Directors.
 
PART THREE
 
Governing Bodies and Duties of the Center, Project Groups
 
ARTICLE 8 - (1) The governing bodies of the Center are as follows:
 
a) Director,
 
b) Board of Directors,
 
c) Advisory Board.
 
Director
 
ARTICLE 9 - (1) The Director is appointed by the Rector for three years from among three full-time faculty members who are recommended by the Board of Directors. The Director whose term expires may be reappointed. In the event that the acting Director holds office for more than six months, the Rector shall appoint a new Director. The Director is responsible to the Rector for the regular execution and development of the Center's activities.
 
(2) Upon the proposal of the Director, up to two faculty members are appointed by the Rector as deputy directors. Deputy directors perform the duties assigned to them by the Director. The Director leaves one of his/her deputies in charge when he/she is absent.
 
Duties of the Director
 
ARTICLE 10 - (1) The duties of the Director are as follows:
 
a) Representing the center,
 
b) Calling the Board of Directors and the Advisory Board for meetings, preparing the agenda and chairing the meetings,
 
c) To ensure that the work of the Center is carried out and developed regularly,
 
ç) To implement the decisions of the Board of Directors,
 
d) To prepare the annual activity report of the Center and the work program for the following year and submit it to the Rector for approval after receiving the opinion of the Board of Directors,
 
e) To ensure the regular and effective functioning of the Center, its project groups and administrative staff.
Board of Directors
 
ARTICLE 11 - (1) The Board of Directors consists of five members, including the Director and four faculty members appointed by the Rector for three years from among the faculty members working at the University. Members who have completed their terms may be reappointed.
 
(2) The Board of Directors convenes at least every two months. The minutes of the Board of Directors are kept open to the review of the Advisory Board members. A copy of these minutes is sent to the Rectorate.
 
Duties of the Board of Directors
 
ARTICLE 12 - (1) The duties of the Board of Directors are as follows:
 
a) To recommend director candidates to the Rectorate,
 
b) To take decisions on issues related to the work and management of the Center, to discuss and decide on the annual activity report and annual work program of the Center,
 
c) To take decisions on research, publication, teaching and other issues related to the fields of study,
 
ç) To establish scientific project groups within the Center,
 
d) To prepare and submit the long-term scientific and administrative plan and program of the Center to the Rector.
 
Advisory Board   
 
ARTICLE 13 - (1) The Advisory Board is chaired by the Director and consists of a maximum of ten people who have conducted or are conducting studies on subjects related to the purpose of the Center. The members of the advisory board are appointed by the Rector for three years. A member whose term expires may be re-elected. The Chairman of the Board of Trustees and the Rector are natural members of the Advisory Board.
 
(2) The Advisory Board convenes regularly once a year. Upon the request of more than half of the members of the Advisory Board, the Director shall call the Advisory Board for an extraordinary meeting.
 
Duties of the Advisory Board
 
ARTICLE 14 - (1) The duties of the Advisory Board are as follows:
 
a) To evaluate the long-term scientific and administrative plans prepared by the Board of Directors and to make a proposal to the Board of Directors,
 
b) To make evaluations and recommendations regarding the activities of the Center,
 
c) To support the activities of the Center with their knowledge and experience.
Project groups
 
ARTICLE 15 - (1) The Center conducts its research and application activities through project groups. The establishment and working principles and principles of the project groups are determined by the Board of Directors.
 
Revenues of the Center
 
ARTICLE 16 - (1) The revenues of the Center are as follows:
 
a) Revenues from seminars, conferences, panels and similar meetings,
 
b) Revenues from visual and audio broadcasts,
 
c) Income from all kinds of conditional or unconditional donations, bequests and aids,
 
ç) Allocations transferred from the University budget,
 
d) Other revenues.
 
Expenditure authority
 
ARTICLE 17 - (1) The expenditure authority of the Center is the Chairman of the Board of Trustees.
 
PART FOUR
 
Miscellaneous and Final Provisions
 
Staffing needs
 
ARTICLE 18 - (1) The academic, technical and administrative personnel needs of the Center are met by the personnel to be assigned by the Rector upon the recommendation of the Director in accordance with Article 13 of the Law No. 2547.
 
Enforcement
 
ARTICLE 19 - (1) This Regulation enters into force on the date of its publication.
 
Execution
 
ARTICLE 20 - (1) The provisions of this Regulation shall be executed by the Rector of Istanbul Gelisim University.
